Monks was forced to sign the confession because Mr. Brownlow held conclusive proof of his conspiracy with Fagin to corrupt Oliver and embezzle the inheritance. Brownlow threatened to take him to court for severe punishment, yet promised leniency if he confessed honestly and gave Oliver his lawful property. With no way to defend himself, Monks yielded and signed the confession.
